Set up an always-on intelligence cadence

An operating model for running talent intelligence as a programmatic capability — not a series of heroic projects. Standing watches, living artifacts, briefing rhythms, ownership, and the event triggers that break the cadence when they should. Built for the semi/AI context, where the market shifts in weeks and annual planning misses most of what matters.

The honest problem

Most TI functions live in project mode — someone asks, you investigate, you deliver, you move on. The data is fresh on Tuesday and stale by Friday. The questions repeat. The artifacts don't accumulate. By the time you notice the market has shifted, the hire you needed to make six months ago is now an emergency. The cadence is the fix.

When to set up a cadence

Cadence work pays off when the same questions keep coming up, when stakeholders complain TI is reactive, or when the market is moving faster than your planning cycle. Run this guide when one of these is true:

  • You're standing up a new TI function or sub-function. Build the operating model alongside the first projects — not after. Cadence retrofitted onto a 12-month project history is harder than cadence designed in from the start.
  • Your TI work is all project-based and stakeholders say you're "always reactive." That's the signal that ad-hoc isn't scaling. Standing watches and standing briefings are the structural answer.
  • A major event surprised you. A competitor mass layoff, M&A move, big leadership exit, or regulatory shift that should have been on your radar but wasn't. Use the event as the forcing function for the cadence.
  • The same questions keep coming up in projects. If you've been asked "what are Anthropic and OpenAI paying senior research engineers" three times in a quarter, that's a standing artifact, not a project. Recognize the pattern.
  • You're transitioning from annual to continuous planning. Workforce planning increasingly operates on monthly or quarterly rhythms (especially in semi/AI). If Finance has moved to continuous visibility, TI lagging on annual cycles is the bottleneck.
  • You just hired a TI lead or analyst. The first 90 days are the window to install the cadence. Past that, project work absorbs the bandwidth and the operating model never gets built.

What you need before starting

A meaningful cadence is not free. It takes structural commitment from a sponsor, dedicated FTE time, and tooling. Lower than these thresholds and the cadence collapses inside 60 days.

Executive sponsor

Named decision authority — usually a VP of Talent Acquisition, CHRO, or head of People Analytics. The sponsor commits to the briefing rhythm and uses the outputs. Without one, the cadence has no consumer.

Dedicated FTE time

0.5 FTE minimum to sustain a meaningful cadence for one function. 1.0 FTE for cross-functional. Less than 0.5 FTE produces a newsletter, not intelligence.

Stakeholder map

5–15 named consumers of TI output, with their decision contexts and rhythms. If you can't name them, you can't size the cadence correctly.

Tool stack

At minimum: one TI platform (Lightcast, TalentNeuron, Draup, LinkedIn Talent Insights) + alerting + a shared workspace. Spreadsheets-and-email cadences collapse around month 4.

Shared workspace

Confluence, Notion, SharePoint — somewhere durable, searchable, and refreshable. Living documents need a living home.

90-day commitment

From sponsor and team. Cadences look fragile in month 1, awkward in month 2, and become routine by month 3. Kill it before 90 days and you'll learn nothing.

The seven steps

The order matters. Steps 1–3 design the cadence. Steps 4–5 operationalize it. Steps 6–7 make it durable. The most-skipped step is Step 7 (event triggers) — without it, your cadence is brittle the moment something unexpected happens.

Step 01

Frame the function around decisions, not deliverables

Most TI operating models fail at this step. They start with "what reports should we produce?" The right question is "what decisions does our organization make on what rhythm, and which can TI inform?" Decisions first, deliverables backwards from there.

For each stakeholder, capture
  • What decisions they own — hiring location, comp band setting, build-vs-buy on a function, role design, workforce plan submission, etc.
  • On what rhythm — weekly (active reqs), monthly (program-level), quarterly (function-level), annually (workforce plan).
  • What TI input would move the decision — be specific. "Market context" is not an input. "Comp distribution at L5 for AI inference engineers in Bay Area" is.
  • The decision-maker's tolerance for uncertainty — some want a recommendation, some want data, some want both. Match the format to the consumer.

Semi/AI example A typical TI function in a mid-size semi company serves: VP TA (weekly hiring health), Director of Eng (monthly function comp/pool briefs), CHRO (quarterly market read), CFO (semi-annual location cost input), CEO (annual workforce plan input). Five stakeholders, five rhythms, five different output formats. The cadence is built backwards from this map.

Step 02

Pick your standing watches — what you monitor continuously

Standing watches are the always-on layer. They run in the background regardless of project load. Pick 4-6 watches that map to your function's decision exposure. Less than 4 and you're not monitoring enough. More than 6 and the signal becomes noise.

Watch 01
Layoff and headcount signal

Layoffs and major headcount actions at your direct, talent, and aspirational competitors. The signal that opens hiring windows — usually a 4-12 week reactive sourcing opportunity.

Hiring posting velocity

Where competitors are posting, in what volume, for which skill profiles. Leading indicator of where capability is being built and where windows are closing.

Comp movement at peer companies — especially at the differentiated levels (L5/L6 in the AI engineering market). Catching a peer's $50K equity increase 6 weeks late costs offers.

Regulatory, policy, and structural shifts

Export controls, immigration policy, CHIPS Act allocation changes, EU AI Act updates, state-level pay transparency rollouts. The semi/AI labor market is unusually policy-sensitive.

For each watch, define the source set, the alert threshold (what events trigger a human review), the owner, and the routing path (who gets notified, in what format, within what window).

Step 03

Define the living-document portfolio

Living documents are the continuously refreshed artifacts of the function — battlecards, market maps, skills maps, comp benchmarks. Each has a named owner and a refresh cadence. Without explicit refresh discipline, living documents become misleading documents within 6 months.

For each living document, define
  • The artifact — battlecard, market map, skills map, comp benchmark, pipeline health dashboard.
  • The owner — single named person accountable for refresh.
  • The refresh cadence — monthly, quarterly, semi-annual. Anchored to a calendar date, not "as needed."
  • The refresh triggers — events that force an out-of-cycle refresh (covered in Step 7).
  • The consumers — who uses this artifact and when.
  • The decay risk — how quickly the data goes stale in this domain. Comp at AI labs decays in 90 days. National pool sizing decays in 12 months.

Set the briefing rhythm — what gets delivered when

The briefing rhythm is the visible cadence — what stakeholders see arrive on their calendar. Done right, it creates predictability. Done wrong, it becomes a newsletter no one reads. The discipline: every briefing has a named decision it supports.

Step 05

Assign ownership — the RACI for the operating model

Without explicit RACI, the cadence collapses around the TI lead. Define who's Responsible (does the work), Accountable (signs off), Consulted (input), Informed (notified) for each major activity. Distribute the load — TI lead as single point of failure is the most common cadence killer.

Step 06

Build the tooling stack and automation layer

A cadence sustained purely by human effort collapses inside 6 months. Tooling carries the routine — alerts, dashboards, scheduled refreshes, AI-assisted summaries — so humans focus on interpretation and recommendations. Stack the layers deliberately.

The minimum viable stack
  • One TI platform as the data spine — Lightcast, TalentNeuron, Draup, or LinkedIn Talent Insights. Pick one as primary; supplement with others for specific use cases.
  • Alert layer — Google Alerts and platform-native alerts for the watches. LinkedIn Sales Navigator or Recruiter for movement signals. Layoffs.fyi RSS for the layoff watch.
  • Shared workspace — Confluence, Notion, or SharePoint. One canonical home for living documents. Version control, named owner per page, last-refreshed visible.
  • Dashboard layer — for the standing metrics (pipeline health, posting velocity, comp distribution). Tableau, Looker, Power BI, or the TI platform's native dashboards.
  • AI-assisted summary — LLM-assisted weekly signal summary, briefing draft, refresh notes. Saves 30-50% of the routine analyst time. Always human-reviewed before publishing.
  • Calendar discipline — recurring meetings and recurring refresh tasks set in shared calendar. The cadence lives in the calendar, not in someone's head.

The discipline Tooling that handles the routine, humans that handle the interpretation. If the cadence requires a hero working weekends to sustain it, the stack is wrong — not the team.

Step 07

Define event triggers and the escalation path

A standing cadence is structured for the predictable. The events that matter most are the ones that break it — and a cadence without defined event triggers becomes brittle the first time the market does something unexpected. Define the triggers up front.

For each event type, define the response path
  • Mass layoff at a key competitor — sourcing window opens. Trigger: 5%+ of competitor headcount or 100+ affected. Response: 48-hour briefing to TA leadership + sourcing strategy memo within 5 days.
  • M&A announcement involving talent of interest — integration risk window. Trigger: M&A involving any direct/talent competitor or any company with target skill base. Response: integration-risk briefing within 5 business days + targeted outreach plan.
  • Major leadership exit at peer company — team migration window. Trigger: technical fellow, distinguished engineer, or function head exit. Response: signal note within 48 hours + ongoing monitoring of team-level moves.
  • Significant comp move — comp-band review trigger. Trigger: 10%+ comp move at a peer company at a level we hire at. Response: comp brief within 7 days + recommendation on band adjustment.
  • Regulatory shift — capability or location implication. Trigger: change in export controls, immigration policy, or pay transparency in our footprint. Response: impact analysis within 10 business days.
  • Internal trigger — req sitting open 60+ days — TI intervention. Trigger: any priority req open 60+ days without offer pipeline. Response: skills decomposition (Guide 5) + market check + recommendation memo within 10 days.

The discipline Triggers are pre-committed responses, not pre-committed urgency. The standing cadence doesn't pause for events — it absorbs them. If every event triggers a panic, the structure is wrong.

What good looks like

An always-on cadence that's actually working has six observable features. Miss any and the cadence is either fragile (will collapse) or theatrical (looks busy, doesn't drive decisions).

Predictable rhythm

Stakeholders know what to expect when. The weekly signal scan arrives Monday morning. The monthly brief lands the first Tuesday. The quarterly review is on the calendar a quarter out.

Standing watches that surface real signals

The watches detect events that matter. Layoff signal triggered. Comp shift caught. Leadership exit noted. Signal-to-noise is high enough that consumers actually read the output.

Living documents with last-refreshed visible

Every battlecard, map, and benchmark has a refresh date stamped on it. Stakeholders can see at a glance whether the data is current. Stale docs are flagged or hidden, not silently misleading.

Survives a 2-week vacation

The cadence runs without the TI lead present. Watches are tooled. Refreshes are scheduled. Briefings have backup owners. Single-point-of-failure is the most common cause of cadence collapse.

Event triggers fire when they should

When a major event happens, the response path activates. The 48-hour briefing arrives. The trigger isn't an emergency — it's pre-defined work that gets done on schedule.

Decisions tie back to TI input

The sponsor can name 3-5 decisions in the past quarter where TI cadence shaped the outcome. If they can't, the cadence is producing output but not creating value.

Common mistakes

  • Building the cadence around deliverables, not decisions. "Let's send a monthly TI newsletter" produces a newsletter no one reads. "Eng directors need a monthly pool/comp read for their staffing decisions" produces a brief they show up for.
  • Too many briefings, too many consumers. A weekly brief to 40 people becomes noise inside two months. Better: a weekly note to 8 active stakeholders and a quarterly broad share to a larger group.
  • No refresh discipline on living documents. Culshaw's living-document principle is non-negotiable in TI. Battlecards without quarterly refresh are misleading by month 5. Always commit the refresh cadence at the time of artifact creation.
  • All push, no pull. If the cadence is only scheduled output, stakeholders can't reach you when they need an on-demand answer. Hold 2-4 hours/week of office hours or async query response time.
  • No event triggers. A cadence that doesn't bend for events ends up being bypassed during the moments that matter most. Pre-define the response paths so they activate without ad-hoc panic.
  • TI lead = single point of failure. If the cadence depends on one person's notebook and one person's relationships, it collapses the first week they're out. Distribute ownership early — even before the team is big enough to make distribution comfortable.
  • Tooling bloat without process discipline. Three TI platforms and four dashboards don't make a cadence. Process discipline does. Pick fewer tools, instrument them well, automate ruthlessly.
  • Annual-cycle thinking in a monthly market. The semi/AI labor market shifts in 6-12 week cycles. If your refresh cadence is annual on the artifacts that matter, you're providing last year's intelligence for this year's decisions.
  • Killing the cadence before 90 days. Cadences look fragile in month 1, awkward in month 2, and only become routine in month 3. Sponsors who pull the plug at week 6 because "it's not landing yet" never see the function mature.
